STATEMENT OF THE POLICY OF JSC "KOSOGORSKY METALLURGICAL PLANT" IN THE FIELD OF INDUSTRIAL SAFETY

The industrial safety policy is a key component of the industrial safety management system of JSC "Kosogorsky Metallurgical Plant" (JSC "KMZ").

This Policy has been developed in accordance with the "Requirements for documentation support of industrial safety management systems", approved by Resolution of the Government of the Russian Federation No. 1243 of 17 August 2020.


GOALS AND COMMITMENTS

The industrial safety policy expresses the position of the management of JSC "KMZ" and is a key component of the industrial safety management system.

The Policy is aimed at ensuring the required level of industrial safety at hazardous production facilities, at which the risk of an accident and of cases of injury at these facilities is minimal and corresponds to the level of development of equipment and technology, and also at the continuous reduction of this risk level. The Policy includes commitments to consult with JSC "KMZ" employees and their representatives on industrial safety matters, commitments to improve the industrial safety management system, to continually improve the management and effectiveness of industrial safety, and to ensure compliance with applicable law and other requirements that the organisation undertakes to fulfil and that relate to hazards in the field of industrial safety.

The main directions of JSC "KMZ" Policy in the field of industrial safety are:

  • Compliance with the requirements of Federal Laws, and with the regulatory legal acts adopted in accordance with them by the President of the Russian Federation, regulatory and legal acts of the Government of the Russian Federation, as well as Federal Rules and Regulations in the field of industrial safety;
  • Licensing of activities in the field of industrial safety;
  • Provision of industrial safety expert reviews;
  • Development of industrial safety declarations;
  • Ensuring the full staffing of hazardous production facilities in accordance with established requirements;
  • Admission to work at hazardous production facilities only of persons who meet the relevant qualification requirements and who have no medical contraindications for such work;
  • Ensuring the training and certification of employees in the field of industrial safety;
  • Organisation and implementation of production control over compliance with industrial safety requirements;
  • Ensuring the presence and operation of the necessary instruments and systems for monitoring production processes;
  • Insurance of liability for harm caused during the operation of hazardous production facilities;
  • Implementation of measures to ensure the safe operation of hazardous production facilities, to prevent incidents and accidents, and to ensure the readiness of the enterprise's units to contain and eliminate the consequences of accidents at hazardous production facilities;
  • Monitoring the timely performance of necessary tests and technical inspections of technical devices used at hazardous production facilities; repair and calibration of measuring instruments; improving the reliability and stability of the energy supply system of the facilities;
  • Recognition and ensuring of the priority of the life and health of plant employees over the results of its production activity, after hazard identification and risk assessment;
  • Establishment of uniform regulatory requirements for industrial safety for the plant's structural units and in-house service divisions regardless of the nature of their production activity;
  • Unified management of work on compliance with industrial safety requirements established by federal laws and other regulatory legal acts;
  • Integrated approach to industrial safety tasks through the drawing up and implementation of high-priority and long-term programmes and measures aimed at improving the operational reliability of hazardous production facilities, preventing accidents and injuries, and increasing the readiness of personnel to act in extreme situations;
  • Monitoring compliance with the requirements of process discipline;
  • Analysis of the state of industrial safety and production control at the level of production divisions and at the plant as a whole, with the organisation of appropriate expert reviews where necessary;
  • Informing employees of the state of industrial safety at their workplace and of the measures being taken to improve industrial safety;
  • Taking the necessary measures to preserve the lives and health of employees in the event of emergencies and during their elimination, including the provision of first aid to victims, their treatment and rehabilitation;
  • Extensive use of the principle of prevention as a risk-management strategy.

One of the directions of JSC "KMZ" industrial safety Policy consists of commitments to consult with employees of hazardous production facilities and their representatives on industrial safety matters.

This goal is achieved:

  • in the process of continuous, systematic and purposeful training of the Company's employees;
  • during inspections of facilities and industrial safety meetings.

The commitments of JSC "KMZ" to improving the industrial safety management system are achieved through regular planning and resolution of industrial safety tasks, and through analysis of industrial safety activities. Every identified shortcoming is regarded as an opportunity to improve the industrial safety management system.
